  the trouble with most community cenres is that they are identified as needed by the community, local agencies then come forward eager to deliver the projects, promise to give support and finacial assistance but cannot maintain that help. It's a vicious cycle and I was mindful of that fact when neighbouring wards refused to share services provision and premises. Duplication in the voluntary sector is not cost effective or, in the long term, viable.
