The man I saw sweeping the path was wearing a high viz jacket. My driver picks me up at 6.55am so it was 7am by the time we went up the hill.

Sid I'm with you too - I travel up and down Whitfield Hill several times a day and I very seldom see anyone walking in either direction. It's a hell of a slope to walk up anyway!!
Keith, I'm sorry mate but Sid is right - it does matter. It would be very silly to take on something like that without the proper equipment.
I think maybe what happened was that the council sent someone along to do it at 7am then Vic went up there hoping to be seen "helping out" and found it already done so maybe just pushed his broom about. One question though - Whitfield Hill is nowhere near where Vic lives so why would he get involved anyway? Very strange
