What are the risks of transmission outdoors by one person passing another in the street, say, one metre away?
What you describe is a massive improvement on what Dover is normally like. I have wanted to post in the past about the abysmal hygiene standards and lack of manners or thought for anyone else whatsoever. Coughing and sneezing with no effort whatever to cover their mouths. Even the 2018 flu epidemic made no difference. No doubt someone would have found fault with me e for pointing it out.
As for hand washing - the norm for a lot of English people seems to be not to wash their hands after a trip to the WC. I have even been jeered (in Rivals nightclub in Deal, FWIW) for bothering with hand hygiene.
Covid safety advice must have been a revelation for some.
