I'm not convinced that the July import checks will the implemented on time. The legal obligation is there but the political motivation still seems lukewarm at best. The government are much more concerned about minimising public perception of any negative Brexit impact than they are about deterring smuggling or the importation of sub-standard goods.

Well, this is what happens when you try to apply "wheels-up clearance" to a short-sea ro-ro environment. Although I have known a "high-street" name to deliberately smuggle (and more to mis-describe goods), I would've thought that the greater risk overall is to the exchequer - from declarations that do not abide by the rules of origin of the trade agreement with the EU. I wonder if Mr Rees-Mogg gets that.
