  "so much for round the clock surveillance". So very true Howard. You`re also correct when you say that a lot of work needs doing to bring them up to standard. We could also apply that particular criteria of course, perhaps even moreso, to the deadbeats that often seem to inhabit the shelters! It`s even too much of an effort apparently for the low-lifes to put their old beer cans in the waste bin for Gods sake!
