    I estimate 100,000 jobs could be created, Tom. Practically, these people would be in liaison with the Police, and would be organised in territories. They would work in shifts so the service would be 24/7.

    The dole queue is 2.67 million long, but officially at least another 1 million are seeking work who are not in the dole queue, while unofficial figures are higher still.

    So no, the dole queue would not be emptied, but reduced.

    Resources to follow up reporting problems could be provided, such as cars.
