  Scaffolding must be one of the easiest things to steal and maybe not that difficult to resell or profit by re-use. All you need is an hour or so, a truck and a spanner.
  Some effort is made to paint the tubes, but it takes little more effort to re-paint. The scaffolding outside my place now was erected by a team in a liveried truck, the scaffolding nearby likewise, but it was struck (taken down) by men in a hired truck...no name , no pack-drill. As they say.
  
  Mostly, I think, the security is for the benefit of the occupiers of the building. Who would bat an eye in seeing some bloke walking about a scaffold?
