    My bet is that the thiefs concerned only go to certain scrap-metal dealers who they know, and hide the stolen metal in or under other items (washing-machines etc.) during the transport.

    It's probably a few organised rings with relatively few thiefs involved, but who travel around and search for metal to steal, and then go and do the job when they feel unobserved.

    They have one advantage: once the stolen property is melted down, it's gone and is untraceable.
