I suppose this was probably filmed at the long demolished Dover TV station:

Ray Norley was a friend of mine and continued as a councillor, serving in a number of capacities for many years after 1977. He was on DDC in 1983 when I was first elected and became chairman of the Finance Committee. If the court had found against him he would not have been in such a position.
Ray was a highly controvercial character but one who was highly respected and had great personal integrity. - Brian Dixon

all i can find is that the he was charged, i presume exonerated.
you then say that nothing changes, that can only mean that the reds are smearing the blues.
again i can find no evidence of that.
