  This is scene outside the Charlton Centre this morning. The scaffolders have now removed the scaffolding that was outside but have left the cut off tie-wraps all over the pavement.

  I have no doubt the litter police will be issuing penalty notices forthwith, or raffle tickets!

  They never clear up after themselves, had a roofing job done a few years back and when the scaffolding came down there was enough rubbish to fill a heavy duty refuse bag.

  Litter louts, so much for fixed penalty fines but of cause they have not dropped a cigarette butt which are the only things that seem to count as litter in this town.
  
  Terry's picture should be enough to get them a hefty fine, one fine for each tie.

  Yes Roger it was as i looked at the scaffolding every day with all the chair etc outside the shops and thought some will have an accident with the towers and chairs on the walkway.

  Challenger's men were striking the scaffolding as I walked down this morning and were gone when I walked back.
