    HOWARD
    When i visited the council over 30 years ago in the interest of becoming a cllr i did see that used to provide a cup of tea and a biscuit.

    I usec to moan to my brother who was a leader of council about the expense of that.

    A few months later this moved to a full scale buffet.
    with the excuse that cllrs are busy people(so are we all)
    so it became a permanant costly feature and in todays climate unjustified.
