The town shopping area has always been divided in two because of the large Town Hall building and always will be while it stands but it has never stopped people from using both sides.
When the tatty looking shops get painted the whole area seems to be revitalised and people go there, who wants to visit a run down unkempt looking area.
There is absolutely no need to build on Pencester Gardens and I am surprised anyone would even suggest it.
