  Roger, my view on race is that there is one human race, and as such racism is a contradictory term.
  Nationality is a distinctive character of human beings, and a State is comprised of its land, boundaries and people. My view is that a governing authority is bound by Constitution to represent the interests of the people for whom it is elected and to exercise its governing authority within its designated boundaries, hence the principles of democracy and constitutional authority to be practised within set boundaries and for the people living within them.
  This also applies for local administration.
  The thread here is evidently to do with speaking and writing English and how to prevent benefit frauds. It's not clear which interpretation to allocate within its context, which might account for why people are uncertain what to write here.
  Personally I apply the idea of equal principles to all countries, and am of the opinion that to do uphold the constitutional principles of our Country as outlined above, that a governing authority has set boundaries and people living within them to administer, is fully legal and within the spirit of our Constitution. It cannot be racism!
