I accept the building might need a lot of work to be done but that does not mean the money could not be spent improving the existing facilities rather than going for change of use.
I am not surprised is is virtually a done deal, these things usually only become public knowledge once everything has been decided, normally without public consultation. The so called improved Market Square plan being shining example.
