  The rules were brought in ages ago but many chose to ignore them.

  Unfortunately until they are enforced, like littering and flytipping it will continue unabated

  If a few fines are handed out, the message will with any luck get across. No doubt they'll soon start checking that dogs are chipped, as is required from next month.
