Not as bad as reported, just received this from Mr Newsam who is heavily involved with the River Dour partnership.

The River Dour Partnership, Environment Agency and DDC as landowners have been
aware of and acting on this problem for several weeks. It is largely down to
the low rainfall in the last autumn causing a drop in aquifer levels that we
were forewarned about by Veolia Water in January this year. The EA don't
consider the colouration to be a threat to human health but are analysing
samples. I have seen the dead fish myself and they are not trout, which don't
travel that far up the river, but probably sticklebacks.
