If the Police, PCSO's and Traffic Wardens all carried out a concerted effort with the enforcement of these laws, such behavior would surly decrease. If I park my car on yellow lines I quite rightly get a ticket, so what is the difference when a cyclist rides on the pavement or in a no cycling area, it is an offence just the same. Signs mean nothing if the message they display is not enforced.
It is the same at Crabble Sports ground in River, there are signs saying no dogs in the area where the Rugby pitches are, but people allow their dogs loose onto the rugby pitches for exercise even though they could go round to the other side where there is a dog walking area. No respect at all for what the area is intended for.
Hit people hard in the pocket for their ignorance and the message might just start getting through.
