Very true Terrismark; but like everything, it's never every child, or every adult, but it is an increasing number of both who are, for want of a better word, ignorant.
I'm not sure what the full answer is, but to my mind, a zero tolerance of bad, or anti-social behaviour, should be a good start, but you can only invoke a zero-tolerance if you have the man-power to back it up - with enforcement.
If the Localism Bill or the Big Society really take effect, then we can decide locally how we use our Police and enforcement officers and what enforcement powers we give them.
Respect - for people and property, has all but disappeared amongst many people and that must be turned round, otherwise all us older people will die off and the new generation of "I want" will rule.
