    happens all the time, even people in their forties behave like overgrown teenagers.

    if they no that know action will be taken by the authorities then they will just carry on.

    when the signs were put up about no cycling, a week later in the mercury they had a report and pictures of a man being ticked off by a policeman for contravention of this.

    the message was clear, "we will have zero tolerance during a photo call".
