a lot of buck passing going around between councils and the police.
on another thread either peter g or terry n stated that the police consider minor stuff as council matters.
we have signs everywhere prohibiting things when everyone knows that no action will be taken.
let the top brass give us facts and figures about how good everything is then leave the public to suffer.

In Dover town centre today, two lads whizzed past us on their bikes, ON THE PAVEMENT not far from Age Concern shop, and then they went onto the road.
If I had moved to the right suddenly they would have hit me !!!

happens all the time, even people in their forties behave like overgrown teenagers.
if they no that know action will be taken by the authorities then they will just carry on.
when the signs were put up about no cycling, a week later in the mercury they had a report and pictures of a man being ticked off by a policeman for contravention of this.
the message was clear, "we will have zero tolerance during a photo call".
How can we expect the Children of the future to follow rules when it is clearly obvious that even the adults don't do it - typical of the world we are becoming - disrespectful.
The teachers have no hope to educate manners if this is hte behavour of parents.
I know that not all people are gulity of such ignorance - but my grandma always told us - manners cost nothing, and it is healthy to be polite - and do you know at 86 years old she is - she is totally right - how many children even know what manners are - please, thank you - never go amiss.
In fact how many adults actually us their manners anyway

Very true Terrismark; but like everything, it's never every child, or every adult, but it is an increasing number of both who are, for want of a better word, ignorant.
I'm not sure what the full answer is, but to my mind, a zero tolerance of bad, or anti-social behaviour, should be a good start, but you can only invoke a zero-tolerance if you have the man-power to back it up - with enforcement.
If the Localism Bill or the Big Society really take effect, then we can decide locally how we use our Police and enforcement officers and what enforcement powers we give them.
Respect - for people and property, has all but disappeared amongst many people and that must be turned round, otherwise all us older people will die off and the new generation of "I want" will rule.

If the Police, PCSO's and Traffic Wardens all carried out a concerted effort with the enforcement of these laws, such behavior would surly decrease. If I park my car on yellow lines I quite rightly get a ticket, so what is the difference when a cyclist rides on the pavement or in a no cycling area, it is an offence just the same. Signs mean nothing if the message they display is not enforced.
It is the same at Crabble Sports ground in River, there are signs saying no dogs in the area where the Rugby pitches are, but people allow their dogs loose onto the rugby pitches for exercise even though they could go round to the other side where there is a dog walking area. No respect at all for what the area is intended for.
Hit people hard in the pocket for their ignorance and the message might just start getting through.

As interest, the Heritage Lottery people have been requesting opinions on their strategic funding for the future, and one of the things I put in my response was a need for programmes where possible to incorporate the questions of social responsibility and education for community.
There is a survey for members of the public to complete.

It's quite a long survey but gives plenty of space for opinions and suggestions.
On the question of cyclists; while we all know one mustn't cycle on the pavement and this is paramount for the safety of pedestrians, there is also the problem of safety for cyclists. Suffice it to say that some motorists are less than considerate towards cyclists.
One thing that would help is a dedicated portion of the road or pavement where possible for cycle (and perhaps other wheeled use, such as skates etc); another, unfortunately, comes down again to education and respect for other road users. (I've often wondered whether one should have, where ability permits, have completed instruction and certified time on the road as a cyclist and a motor cyclist before one is allowed to pass the car driving test.)

Respect for law and order starts at the very bottom. If the laws are not enforced then what hope is there, some people grow up thinking they can get away with anything and therefore some will try.

I write this comment year after year so I may as well use this thread as the title seems apt.
The first brood I have seen this year ( nine ) But dopy dog owners have no thought for them at all, they think it is as comical as hell to let their dogs off the leads and chase all the water fowle they can find.
Ok so we can't stop rats and seagulls picking them off but surely we must be able to stop these idiots, I suspect by the end off next week the 9 will be 0.

makes no dif Howard, It's the middle of the Dour stretch that no one gives a toss about, Barton path.
River fine, Pencester fine, Barton path, do what the hell you like. That many people fishing it in the last week I thought I was standing on the Admiralty pier.
