    Good question, Paul.
Each case I mentioned here is an offence. Some would be sorted out with a fine, one might have earned a prison sentence (tossing a suitcase from a bridge near a railway line).

The most common disgusting habit along Folkestone Road is the continuous flobbing on the pavement, and these are not English people! Some people have a disgusting habit and quite evidently have not been taught in English schools not to do it.

And if you're talking of social behaviour in guarded and inhabited areas, perhaps you didn't see the video to which there was a link on Dover Forum less than a month back, that was soon after removed from the Web. (Why?!)

In the centre of Dover a gang apparently smashed someone's jaw, and chased another person down Biggin Street and, cornering him, repeatedly attacked him. Right under everyone's eyes, even if it was night time.
The local Press apparently never reported it, and the Police apparently never called for witnesses, nor ever gave any explanation to the Public, unless I missed something.

Now back to the idealistic Western Heights Scheduled Ancient Monument with moats and woods and underground locations all to be protected by a few security guards 24/7 "somewhere outside a hotel"!
