In the Dover Express on page 17 there's a picture of the future Western Docks plan and at the York Street end of Snargate Street there are 3 h-shaped blocks which I presume are flats.
Which leads me to my question. Almost every other port / seaside town has marina developments, nice apartments overlooking the marina / sea, but not Dover, why is that?

Hi Karlos, the picture in today's Express is of the previously proposed T2 Ferry development, not the new proposed dry cargo/chilled goods plan (Although, apart from the Cargo berth, warehouses and containers instead of the ferries and lorry park, it is a bit difficult to spot the difference).
