Two chaps walking down the road with a large dog on a leash. The dog squats and strains...one man then hands the leash to the other, the one now holding the leash must deal with the poop...they walk on, conducting themselves in the same way...
A chap meets with a bank manager...
"Gud moning Mr. Bank Manager Sir."
"Good morning to you Mr. Potential Customer Sir, what can I do for you today?"

I bet the EU will have something to say about it and will force us to rescind it. Another reason not to be a member of the EU.
We should only be allowing people in who can bring skills here and not skills to fleece the benefit system, which many/most are very adept at. Also, no mention of an amnesty on those already here.

the main problem with this measure is that unscrupulous private landlords will see it is a windfall for them and the benefits system will foot the bill.

I did say that the EU will have something to say about this - they didn't waste much time:
"Migrant rules could be blocked
EU officials have threatened to block David Cameron's crackdown on migrants benefits. They warned that his proposals, including restrictions on housing, health and unemployment support, must comply with EU free movement rules.
Under the PM's plans there will be a shake-up of council housing rules in order to keep immigrants off waiting lists for at least two years and possibly five. However, some local government experts have warned if migrant families are not allowed council housing they may have to be dealt with as homeless, which could be more expensive.
The Daily Express notes that last year 32,000 of the 360,000 available council homes went to foreigners. Meanwhile, a study by the National Institute of Economic and Social Research have accused the Prime Minister of ignoring evidence that shows most Eastern European migrants pay in more to public finances than they take out. Separately, an article in the FT explores Britain, the Balkans and benefit tourism.

Roger, possibly because the EU thinks it is already a European State, a bit like the USA, when in fact it is a group of very individual countries with completely different ideas.
I am sure if our legal bods got their thinking hats on they could come up with suitable wording of any changes to satisfy the EU quibbles and more importantly ourselves.

none of our leaders have the guts to stand up for the country, can anyone imagine romania or bulgaria paying out benefits to brits who go there for an easy life and council house?
