  I guess this must mean that until they do, they are not compelled to pay it back. Not sure I agree with giving the debt to private companies who can/will hound people that they shouldn't be hounding.

  The total outstanding is £40 billon
  
  It could have been linked to national insurance number starting 5 years after completion of education ,regardless of earnings ,if you borrower its reasonable that you pay it back
  
  All EU citizens can get a British taxpayers funded student lone for uk study,
  Lots do then vanish ,another scam
