Well, no Roger it wont help, but then it was nobody's intention that it should. The report in the Mirror concerns the mismatch between reports from the public, about instances of questionable immigration, and action by the authorities. It is something of a leap to go from that to an undated, unattributed and context-free rant.
I have searched for mentions of 'Rudko Kawczynski' in recent news reports, the latest I have come across is from April this year witch centres upon 'Roma Day'...
"Four EU Commissioners issued a joint statement on the occasion of International Roma Day on 8 April: Vice-President Viviane Reding (Justice), László Andor (Employment, Social Affairs and Inclusion), Johannes Hahn (Regional Policy) and Androulla Vassiliou (Education, Culture, Multilingualism and Youth) stressed that further efforts are required from EU member states to improve the situation of Roma communities in Europe. While acknowledging the steps already taken, the Commissioners stated that much more progress is needed at national level to fight discrimination and improve Roma people's access to employment, education, housing and healthcare.
Commissioner Andor declared on his Twitter page that Roma inclusion should be seen as "not only a question of solidarity but also a key demographic and economic opportunity for the EU". Indeed, World Bank research has suggested that full Roma integration could bring around half a billion Euros a year to the economies of some countries, by improving productivity, reducing welfare bills and boosting tax receipts..."*
I think that the latter points made above may well be addressing the plight of the Roma people 'at home', in Romania and Bulgaria, and across mainland Europe.
Yet, the larger picture here seems to be that the discrimination, distrust and loathing experienced by Roma people 'at home' should not become the bow-wave of an imagined Roma invasion.
