    Excellent idea if Mr Rix can pull it off, but I think it will cost a tad more than the budget allotted for this, taking into account all costs, even the cost of an architect to draw up plans would eat into this budget by quite some margins, it's not just a Chief Pattern Cutter needed for such an enormous job!.. as for previous Mayors I cannot see that pirate hats and IT skills caused much of an impact on the needs of Dover people. Good luck Mr Rix on your very ambitious venture.
