    If DHB (or anyone else for that matter) wants a referendum on their proposal they have to follow a couple of simple steps. 1. Petition the town council to hold a public meeting. 2. Convince enough people to support the motion for a referendum at that public meeting. 3. Submit wording for the referendum question to DDC. Simples.

    Either way the result of the referendum will be persuasive but not binding.
