Not a problem. Now that we are going to have aircraft carriers without aircraft, it is a small leap to having flying displays without flying. The photo below is of the seafront around WW1 and shows what can be done, just need to use a bit of imagination and make your own jet engine noises.
After the Falklands War, they had a carnival in Port Stanley where all the armed forces and civilian units supplied floats. One of the product tankers in my company, Canadian Pacific, acquired a load of wheelbarrows and painted them red with RAF roundels. They paraded through Port Stanley as a formation wheelbarrow team named the Red Barrows.
This is the sort of thing that can be done by the Big Society now that we can no longer afford the real McCoy.
