  Saw Peter's post after I had posted the above. Come to think of it, one does quite often see large clouds of steam vented off from the nuclear power station at Gravelines so that could also be responsible for the cloud in the photo.
  
  Here is a photo of the Northern Merchant approaching the berth at Dunkerque West some years ago with the six reactors of the Gravelines power station in the background.
