Is it possible that the binman was emptying the paper into an empty bin. Our binmen have been known to do to save time, they would walk up the road emptying the paper from several houses into one large bin then empty the full paper bin into the lorry.

Also if they find mis-sorted stuff mixed together in one bin it will all go to landfill as they don't have the time to sort it at the roadside.

Every time a bin man empties recycling into the wrong receptacle four polar bears die.
It's tragic. Really.

The recycling is just to hit EU targets, what's wrong with land fill if it's cheaper and clean, for the customers?
A lot of this stuff goes to India and china ,part of the eco con,
It ends up on the bomb fire

The problem with landfill is that our little island is too densely populated and we will eventually run out of suitable sites.

additionally there was talk some time back of manufacturers cutting down on excess packaging, haven't noticed much of a difference.
