  As I can not be bothered to download the spreadsheet, which two councils beat Dover? I only want to know so a sabotage team can be sent out.

  things must have improved in tower hamlets when i knew it residents used to throw their rubbish out of the window.
  
  not funny when they lived near the top of a tower block.
