Generally the railways try to run a service wherever possible, however they can only run a service if Network Rail allow access to the track...

You can ignore the live departure board, it is total fiction. The taxi drivers have been taking loads of passengers to Dover Priory and then taking them home again as there have been none of the trains running as shown.
My family have just been down to catch the 1245 as shown on the live departures board only to be told nothing is running. When my sister-in-law queried this she was told that the live departures board had nothing to do with them! So much for the marvels of integration on the privatised railway. Nothing ran at all yesterday because the privatised rail operators would not have made money for their shareholders and have no requirement to offer a public service.
My family are now in a taxi to Ashford to catch the high speed from there.

I thought the lines that were closed yesterday so Network Rail could work on them. Having seen the flooding around Maidstone area and heard about the power cuts I am not surprised the trains were not running, maybe because electricity and water do not mix.

No trains were scheduled on Southeastern on Boxing Day, apart from services on HS1. It was therefore a very good opportunity for Network Rail to carry out maintenance but this was not the reason that the trains were not running, it was a commercial decision on behalf of the shareholders.
The reason that trains were not running this morning was to allow the tracks to be checked after the overnight storm. My point was that one would think that something calling itself a Live Departures Board would therefore actually list Live Departures otherwise what is the point of having it? What it so difficult about such a simple job as listing what trains are running instead of saying that they are all running and having countless people turning up and finding that they are not? The train companies are constantly criticised for the dearth of information every time something goes wrong and it is inexplicable that they cannot get this simple requirement right in the information age.

who is actually responsible for the live departure board online and what did the live departure boards at the station say?
