    Thanks for the reply Paul, much appreciated. A bit of a conversation on these forums can work wonders! I am gratified that creativity is in your remit - I am very keen on a bit of creativity in government!! I still challenge though whether the issue is entirely for local resiedetns and council tax - granted the funding is rooted in local taxes, but as the impact is diverse I am convinced some budget sharing is possible.
