    Howard , you make a good point, charge people for using them. Surely that is what we are trying to offer by asking the Towns/Parishes whether they want that charge to apply to their local people. If we charged for useage of individual toilets, their useage would not meet the costs of rates, cleaning, opening, closing etc. Add the costs of vandalism and we would be back next year posing the sames questions.

    Each Town/Parish has had their debate in public. St Margate's called a meeting to discuss this with their residents and the residents told them unanimously to precept for the costs.

    How each locality deals with their community for them is to decide.

    As for constitutional local government decisiomaking, I suggest you address that to the higher body who imposed these systems on us.

    Let pose the question , how many of you know where Buckland Bridge loo is [cllrs apart], let alone use it?
