  when i was a kid they stuck all the local problem families in one isolated street down near the docks.
  
  all the other streets had been destroyed by the luftwaffe so the street remaining stood surrounded by bomb sites.
  
  they could make as much noise they liked and fight amongst themselves without it affecting the majority.
  
  then some bright spark decided to integrate them onto new estates as they were built, one family to each street.
