  I would be the first in line to have a pop at social workers and psychs!! They are a different breed to those involved in reducing reoffending! As a btw, it is impossible to enforce learning, and there are so many variables such as learning disability, poor literacy, mental health issues that need to be factored in. It isn't as simple as enabling OU degrees for all!!
