Every hospital should provide the equivalent of a walk in GP style or nurse led service to ease the pressure on A&E. So many people do not register with a local doctor either because they move around more than my generation ever did or they have trouble finding one, or they can't be seen for several days.
The civil servants and Health Secretary both past and present have lost control of the NHS and now have absolutely no idea how to put it right. For decades they have pumped money in but it still struggles to provide the sort of service we now expect. I know the equipment is very expensive and so are many medicines but the quality of management seems to be poor and not up to the job.
