    Good diagram Ian, explains the problem very easily.

    This is a problem along most of the Dour (and probably along every other river in the country) where silt has built up and not only drains can't empty into it/them, but as soon as any amount of rain comes down, the rivers overflow.
    A big task to do, but in my view, clearing out the built-up silt, is a necessary one, a VERY necessary one.
