  When I was last in Germany in pre freedom of movement days you couldn't break wind without having the correct paperwork,, possibly because I is white.
  
  Now we have a situation where this chap has previous convictions and is known to be a terror threat but they release him because of "lack of paperwork"!! Would it have been simpler just to detain him until the Tunisian authorities cracked and admitted that he was one of theirs?
