The money can be raised, as Charlie says, by a combination of bonds raised from local people and port user companies plus city borrowing. The borrowing would be repaid from port income and instead of dividends being paid away to sharegolders they would be used for regeneration.
You do not have to undertstand all the itty gritty detail to support of even to invest in the scheme - you just have to agree the principal.
I am sure that you did not understand the asset allocation structure or investment style of any pension of which you were a member.... All you would have been interested in was results. Same for this scheme, the desired result, local ownership with the profits/benefit being ploughed into the local area.
