Surely the port is attempting to address these issues by attracting private sector investment to fund a possible second terminal to alleviate some of these problems. On the employment front, the ferry companies have had to respond to the challenge of the Channel Tunnel and the introduction of the low-cost airlines. No one had heard of easyJet ten years ago! The port has responded to these changes, for example, by developing the cruise business. In any event, the port is restricted in what it can spend money on by its Trust Port status. That's why the previous government initiated this whole process.
