    the chief constable of kent has announced that due to the cutting back of police offcers 13 more powers will be given to p.c.s.o.'s.

    these include on the spot fines for truancy, throwing fireworks, drinking in public, graffite and flyposting.

    the union that represents officers claims that this is asking for trouble as they do not carry pepper spray, batons or handcuffs.
