Seems a reasonable rate for a job with such a responsibility, a bit on the low side if anything.
There will, of course, be savings from the changes and dropping the current police authority that will cover it.

what is he supposed to do to earn his money, this chap collins says that kent has an excellent chief constable and should be left alone to do the job.

Howard - it provides democratic oversight to a far greater extent than the old appointed police authorities do. This replaces a layer of beaurocracy and does not add one.
Far from being a 'job for the boys' as you suggest, this is subject to an election. The old appointed police authorities were certainly jobs for the boys (and gals...)

how many people would be interested enough to vote barry?
we would have no idea what qualities each candidate would bring to the job and i cannot see what his/her powers would be.

We will see Howard. Election campaigns are about enabling the public to assess the qualities of candidates and their programmes after all.
