If all the allotments are taken up, why do you (the Town Council) not want them anymore ? If MCD decided to sell the land, developers could buy it and put in an application for housing - would a play area or housing be preferred ? I'm not saying this would happen, but it could.
On your other point, do you mean the land at the bottom of Malvern Road ? If so, there are two plots there, one is owned by J.C. Decaux (they have the advertising board facing the Folkestone Road, next to the old Boston Guest House) and the otherr has an extant planning permission for housing, so the owner won't sell it for a play area.
I do agree it is an eyesore of the first degree and have written to DDC to see if they can force the owner to tidy it up.
