Walking through the gsrdens at lunchtime I had to duck as the many birds, that were flying towards the silly person with bread to feed them, swooped over my head!
Are there any notices asking people not to feed them in the gardens?

there are notices there, market square and the front of the town council offices, but people know there will be no sanctions taken so they continue.

the problem is that the siberian hamster population are attracted to what is left over mel.
the same applies to bread thrown to the ducks, people throw much more than the ducks want and it just rots in the water.

If you feed these birds they will breed excessively, beyond the ability of their habitat to support them. The town is not a natural habitat for either species. When the food supply dries up they will starve to death. Or they will consume rotting food from your black bags which you have put out for the weekly refuse collection and die of botulism. Neither death is particularly pleasant but both are the direct result of ignorant people feeding the birds.

I totally agree Peter. People should not feed them, the seagulls in particular can be a menace.

They have been tearing the bags open in Dolphin Passage as I walk through, which is quite annoying in a morning, but they have learnt I talk loudly at them to shoo them out of my way, hate the blasted things!
