Parish councils should include Town Councils also, could produce some interesting bun fights if it were to come about.

This nothing new it has been kicking around for years, town council is a parish council and no more than that

Not much interest to me as I don't sign petitions but what I would hasten to add is that I find it very annoying when DDC and other councils ignore the opinions of parish and town councils that are clearly in a better position to know what is right for their immediate locality.

They are not always correct in small villages where some could easily abuse their power simply by believing gossip. I believe the appeal process is fine as it is, I just wish it was quicker.
Planning is one of the most contentious departments in any council as they can come out with weird decisions which ever side of the fence you are sitting on.
