  Your loyalty to Mr Elphick is rather touching in this age of hard nosed money men. Just who exactly has blue Charlie discussed his proposal with?? You, the man in the moon, who?? the people of Dover?? possibly a few of his local lieutenants, dare I ask is blue Barry already in the know??
  It is one thing to stand on the sailing club singing the "The White cliffs of Dover" it is a far more serious business putting pen to paper and putting down in writing exactly what his plans are comprised of.
  It is quite farcical if he expects the people of this town to put there rather scarce money on the line and buy so called shares. As far as I am aware there are appeoximately 30000 people living in Dover and if every last one of them bought a share that would amount to a grand total of £300,000, leaving a slight short fall of £399,700,000. I dare say he could appeal to the local parish councils, (every little helps) on the other hand he could try coming to his senses.
