DHB made a transfer request for privatisation of the Port of Dover.
The public consultation allowed for representations to be sent in.
DPPT, DDC, and all others who took up the offer made their own representation(s), which can determine whether the Decisions Minister will accept, modify or reject the original DHB proposal, as Paul W states.
So basically we're talking of the DHB submission on one part of the table, and the relevant representations on the other side of the same table.
Each relevant representation has nominally the same value, but it would be interesting to see whether the Decisions Minister would give explanations as to why each representation was either accepted or rejected.
I'm not too sure how this works, and whether this is part of the technical procedure in public consultations run by the State.
