Interesting timing. I think the DHB have rushed out the proposals to make it look as though they are responding to Tuesday's debate; however it's also just possible that the timing owes more to 1. last month's visit to Taipei by the great and good of DHB and 2. last week's reciprocal visit to Dover by the great and good of Taiwan International Ports Corporation. A quote from TIPC's website:
"TIPC will diversify its business interests and international capabilities to create a comprehensive business solutions system for international industry. TIPC will work to maintain the highest customer service standards in every aspect of its business and create a modern, efficient maritime commerce platform grounded in both value and volume growth. By facilitating the efficient flow of people, goods, finances and information between Taiwan and the world, TIPC has its sights set on becoming one of the world's leading port operating groups." That's code for: "We are going round the world looking to hoover up foreign ports in order to control both ends of our shipping routes." There is a precedent here - COSCO, the ports arm of Communist China, bought the port of Pireaus (Athens) two years ago.
If the DfT approve DHB's transfer scheme, I wonder who they might have lined up as a buyer.
