We are pressuring all the time jointly with the other stakeholders. Part of the problem lies with the legislation and the voluntary route that DHB took to privatisation after encouragement from the previous government. The legislation assumes that before volunteering for privatisation, the Trust Port concerned will have already sought and gained approval of their plans from the stakeholders that they are tasked to serve the interests of. Quite obviously from the near unanimous opposition to the DHB plans from the stakeholders, this didn't happen. With the Board in favour and stakeholders opposed, but the ball in the Board's court to come up with a proposal that is acceptable to the stakeholders, it is very tricky. Any short cuts could lead to Judicial proceedings in the future with even more cost and delay, which would be even more damaging to the local and national economies.
